- PA childcare Provider Training Sessions Set for New childcare Facility Regulations - New childcare facility regulations take effect on Monday, September 22, 2008. The Office of Child Development and Early Learning is holding 17 provider training sessions regarding the new regulations at various locations throughout Pennsylvania during the months of August and September.
